9.4 In the bureaucratic world the source of power is position, but not necessarily higher position.

Here is why: in the report to the director of the department, the section chief and the clerk could write something like this: ’the product of Boss Kim’s company is cheaper, but the quality is not up to standard. In addition, it does not meet the requirements of the end users.’ As such, even if the director wants to help you, he could not dare to write on the report: despite this, we will still buy from Boss Kim.”

Kim Yet was speechless, thinking.
